The UCOCO reported on the registration procedure for persons from uncontrolled territories

Residents of the anti-terrorist operation zone and Crimea have simplified the registration of external evaluation

For persons who live and study in the Crimea or in the uncontrolled territories of Donbass, the registration procedure for external evaluation is simplified. This was announced by the director of the Ukrainian Center for Educational Quality Assessment Vadim Karandiy.

According to him, these applicants will be able to submit a package of documents in electronic form, as well as register in the additional period.

First of all, if a resident of the uncontrolled territories is not able to submit documents for registration by mail, he will be able to submit scanned copies of documents by e-mail to the address of the regional center. Also, if a person is unable to provide a Ukrainian address to receive a letter, information about the results of registration will be sent to his e-mail. In this case, the external evaluation certificates, which the participant had to receive by physical letter, will be stored in the regional center. You can pick them up at a convenient time or at the point of external evaluation during the first test.

At the same time, the director of UTSOKO reminded that in order to take part in the external evaluation, graduates from the Crimea and the uncontrolled territories of Donbass need to be enrolled in any form of education in a general education institution in Ukraine.

If residents of temporarily uncontrolled territories, as well as members of the anti-terrorist operation will not be able to register in the main period, then they will be available to register in the additional – from 3 to 21 May.

“The right to register in additional time will allow for an external independent evaluation, but only in an additional session. The calendar of this session is built in such a way as to bring it closer to the beginning of the introductory campaign. Therefore, participants will be able to pass the external evaluation and submit documents to the university in a short period of time, ”Karandiy said.

The Ministry of Education and Science did not teach the huge problems during the 2020 introductory campaign for children with TOT

O. Ohredko: a secret order of the ministry or sabotage

Author: Oleg Ohredko, expert, analyst at the Center for Civic Education “Almenda”.

Sabotage (fr. Sabotage from fr. Saboter – to knock with wooden shoes) -intentional disruption of work or any event by… deliberate negligenceor formal non-initiative execution with observance only of the appearance of execution

In order to hide well, you need to put in a prominent place, said the famous writer Edgar Allan Poe. Does the title of the order “On Approval of Amendments to Certain Regulations of the Ministry of Education and Science of Ukraine” mean anything to you? However, let’s start from the beginning …

One of the main, and perhaps the main factors of the modern admission campaign for children from the temporarily occupied Crimea is the information sphere, because it is information about the “rules of the game”, ie information about entry routes, deadlines, facilities and much more. to plan, but also to make a decision on admission to Ukrainian higher education institutions.

Information was and is especially important in the admission campaign of 2020, because in the midst of the campaign, namely on July 3, 2020, the Law of Ukraine “On Amendments to the Law of Ukraine” On Higher Education “on the peculiarities of admission to higher education from the temporarily occupied territories of the Autonomous Republic of Crimea and the cities of Sevastopol, Donetsk and Luhansk regions “, which significantly changed certain factors of the conditions of accession.

And it is clear that in order to clarify the newly created rules, it was necessary to make changes to other bylaws, as stated in the Final Provisions: “2. The Cabinet of Ministers of Ukraine within two weeks from the date of entry into force of this Law: to bring its regulations in line with this Law; to ensure that ministries and other state executive bodies bring their normative legal acts into compliance with this Law. ”That’s where it all started …

Despite the urgency, the President signs the law a week after its adoption, ie on July 10. And the Ministry of Education and Science of Ukraine develops changes and issues the Order of the Ministry of Education and Science from 21.07.2020 № 939 “About the statement of Changes to some regulatory legal acts of the Ministry of Education and Science of Ukraine “. Everything is fine, but this order must also be registered with the Ministry of Justice of Ukraine, which takes place on August 17, 2020 for # 790/35073. Only the main stage of admission for entrants from the temporarily occupied Crimea is almost over, because according to the same order No. 939, the acceptance of documents and entrance exams end… August 19.

But it turns out that the order # 939 itself, ie the changes that regulate the admission campaign for children from the temporarily occupied Crimea in 2020, is almost impossible to find. No, the order itself is available on the website of the Verkhovna Rada of Ukraine and on the website of the Ministry of Education and Science of Ukraine, but it is secret because it is hidden under a branched title – “On approval of amendments to certain regulations of the Ministry of Education and Science of Ukraine “. after all, the Ministry of Education and Science accepts dozens of such orders. And in order to find out what changes have taken place, you need to know how the password or code, number and date of the order, because in other documents to which changes are made, there is no mention of this secret order and the changes it to make.

Order No. 939 amends two main documents governing the system of admission for children from the temporarily occupied Crimea, namely: the Conditions of Admission to Higher Education Institutions of Ukraine in 2020 (Order of the Ministry of Education and Science of 11.10.2019 No. 1285) and the Procedure for Admission for higher, professional higher and professional (vocational) education of persons living in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (Order of the Ministry of Education and Science of 05.24.2016 No. 560 with annual changes) and of course, see these documents on the site Ministry of Education and Science or on the website of the Verkhovna Rada. This is where a surprise awaits everyone, because both on the sites and in the documents there are no mentions of such important changes.

On the website of the Ministry of Education and Science of Ukraine (as of September 15, 2020):

in the section “Admission Campaign 2020” there are the conditions themselves, the Order of their approval and Amendments to the Terms of admission to higher education institutions of Ukraine in 2020 from 04.05.2020 No. 591; in the part “Entrants from Crimea and Donbass” (in the section “Admission campaign 2020”) there is only a list of Educational Centers; in the section “Students” (the way Home – Residents of Donbass and Crimea – Students) we have… infographics for 2018; in the section “Students and graduates” (main path – Residents of Donbass and Crimea – students and graduates) is information for 2017.

On the website of the Verkhovna Rada of Ukraine:

“On approval of the Conditions of admission for higher education in 2020” (as amended in accordance with the Order of the Ministry of Education and Science No. 591 of 05/04/2020); Order of the Ministry of Education and Science of 24.05.2016 No. 560 “On approval of the Procedure for admission to higher, professional higher and professional (vocational) education of persons residing in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (As amended by Orders of the Ministry education and science No. 105 from 30.01.2017, No. 947 from 30.06.2017, No. 238 from 07.03.2018, No. 365 from 15.03.2019, No. 483 from 08.04.2020).

Why is it so important to have information about change? Because these are answers to the “rules of the game” during the introductory campaign and accurate information. For example, the site “Here You Are Waiting” is created specifically to inform the 2020 children from the temporarily occupied territories about the admission campaign: “The main stage of the budget competition is August 20.” However, in Order # 939 other dates: ““ 4. Documents from the Applicant for admission to obtain a bachelor’s degree (master’s degree and specialist in medicine, pharmaceuticals and veterinary medicine) at the expense of the state budget are accepted in two stages – until 12:00 on August 19 (until 12:00 on October 19), entrance exams are held until August 19. “

And at the Tavriya National University. Vernadsky, who is in Kyiv, and completely posted information for the past year and also with the requirements for the provision of documents that are not recognized by the Ukrainian state.

In conclusion, it should be noted that the ministerial education officials, having great opportunities, including through the special Law of Ukraine adopted on July 3, did everything possible to distort the admission campaign for children from the temporarily occupied Crimea.

And the last. The Ministry of Education and Science of Ukraine did not teach the huge problems that arose during the 2020 admission campaign for children from the temporarily occupied Crimea. They say that you need to learn from your mistakes, but the Ministry of Education and Science continues to “step on the rake”, as stated in the draft order “On approval of buy a comparison essay cheap now the Conditions of admission to higher education in 2021″, which is put up for public discussion and which retains all the shortcomings of this year introductory campaign.
